That depends on what writing style you are using as well as whether you writing about the written code of ethics or an ethical standard that social workers are currently held to.  In APA style it is standard to use the past tense when describing what another author has written.  If however, you are writing about a particular ethical standard that social workers are still held to then you may write about that standard in the present tense.
