APA Citing an author with two last names: Deborah Lowe Vandell. (The other authors listed are either as Laurence Steinberg or Marc H. Bornstein so I don't think Lowe is a middle names per se. How do I cite this author?

Second question first - do cite exactly the same in the text and in the references. Since the purpose is for the reader to match the in-text to the correct reference, make it easy. We see more mistakes with this with websites, where the writer lists the organization that created the website in the text, but lists the title of the webpage as the first element of the reference.

To find out about Deborah Lowe Vandell, I googled her and found her CV at UC Irvine. She lists her publications as

  • Steinberg, L., Vandell, D. L., & Bornstein, M.

so I would do the same.
