I'm not able to locate a DOI for this article. It's possible that the journal doesn't use the DOI system. In the absence of a DOI, APA (I'm assuming you're using APA since you're in Education) requires the use of the URL of the journal's home page. For example,

Cater, J. K., & Koch, L. C. (2010). Women veterans with polytrauma: Rehabilitation planning implications. Journal of Applied Rehabilitation Counseling, 41(3), 9-17,41. Retrieved from http://www.URLofJournalHomePage.com

Note that the date is not included in the retrieval information.
