I can't help you with Noodle Bib, but I can tell you what the citation should look like. Then you can easily figure it out.
The citation calls for these elements:
Author. Name of Site. Name of institution/organization affiliated with the site, date of creation. Web. Date of Access.
Because the is no author in this case, the article title moves to the first position. A citation for the article on Canada would look like this:
“Canada.” CIA World Factbook. Central Intelligence Agency, 23 June 2014. Web. 15 Nov. 2014.
MLA does not require the use of URLs in citations. If your instructor requires it, the URL appear in angle brackets after the date of access, as below
<https://www.cia.gov/library/publications/the-world-factbook/geos/ca.html>.
