Great question!  It would be considered a government document.  If you have a copy of the 6th edition APA manual you can see an example of how to cite this document on page 205.  If you do not, follow this format:

The name of the issuing government agency. (date of publication). Title of the document (CMS Publication No. 100-02). Retrieved from url of the website where you found the document
