If you are looking for general information about the Canadian Healthcare System, a good place to start is the government's website here: http://www.hc-sc.gc.ca/hcs-sss/pubs/system-regime/2011-hcs-sss/index-eng.php#a1.

If you are looking for scholarly articles about healthcare in Canada, I would suggest that you go to the nursing libguide at libguides.brenau.edu/nursing.  Once you are in the nursing libguide, choose the articles tab.  You will see a list of recommended databases for healthcare research.

I'm not sure that I understand what exactly you are trying to research because you have mentioned many different topics.  For instance, you mention health outcomes but you don't mention what you want to research that preceeds the outcome.  An example of a researchable topic would be something such as early onset arthritis and health outcomes. 

Regardless, If you are doing general research I would recommend trying Cinahl Plus with full-text as it is a huge database covering many different topics.  Remember to choose targeted keywords such as Canada AND Healthcare and to include the word AND between your search terms.
