Generally, no, you should not turn in a paper that you wrote for another class.  You should always err on the side of caution and so I would recommend that you speak to your professor about the assignment.  It could be that your professor will consider allowing you to use the old paper with the understanding that this allows you to take on a more ambitious project. For example, you may be able to submit a longer paper for the assignment or you may be allowed to significantly revise and add to the paper for submission. You may however, need a different topic entirely.  Without the prior permission of your professor though, turning in the same paper or even a revised paper certainly would be considered cheating.
