This is a very large topic to research. I would suggest narrowing in on one aspect and then beginning your research. For instance, you can look at private school tuition costs during 1990 and 2000 in New York City.

To locate books use the catalog searching tool from the main page of the All-Purpose Research Guide. Search private school tuition AND New York City AND 1990 (be sure to include the AND). 

For articles choose the "Articles" tab on the left side of the All-Purpose Research Guide screen, choose Academic Search Complete and search private school tuition AND New York City AND 1990. You can use the tools on the left of the research results screen to limit your search to full-text, scholarly, and date limits.
