I would like to use the Medicare Benefits Policy Manual as a source for a research paper. Is this considered a scholarly source? Would it be considered an article or a book? How would I cite it in APA style?

Great question!  It would be considered a government document.  If you have a copy of the 6th edition APA manual you can see an example of how to cite this document on page 205.  If you do not, follow this format:

The name of the issuing government agency. (date of publication). Title of the document (CMS Publication No. 100-02). Retrieved from url of the website where you found the document
